As the FMCSA transitions to the National Registry II (NRII) system, a temporary waiver has been issued to support drivers and motor carriers navigating the new process.

On Monday, July 14, 2025, the Federal Motor Carrier Safety Administration (FMCSA) announced a temporary waiver that allows interstate CDL and CLP holders, as well as motor carriers, to continue using paper copies of medical examiner’s certificates for up to 15 days after issuance. This waiver is in effect through October 12, 2025, and provides crucial flexibility as the industry adjusts to the new digital certification process mandated by the NRII final rule.

What This Means for Drivers and Carriers

Under this waiver, drivers should retain a paper copy of their medical examiner’s certificate for 15 days from the date it was issued. This ensures they remain in compliance in case the new electronic transmission system experiences delays. If the medical certification does not appear in the system during this time, the paper copy will be accepted as valid documentation.

The FMCSA emphasized that this waiver is in the public interest and aims to prevent disruptions for drivers and employers due to technical or administrative delays beyond their control.

Additional Recommendations and Guidance

FMCSA has also advised certified medical examiners to continue issuing paper medical cards during this transition—alongside electronic submissions—to help maintain continuity and avoid complications.

For those operating in states that have not yet fully adopted NRII, the FMCSA has provided updated guidance for examiners, drivers, and carriers, available on its website.

Key Takeaways:
  • A 15-day waiver allows continued use of paper medical cards post-issuance.
  • Paper copies serve as a backup while the NRII system is being adopted.
  • The waiver is effective until October 12, 2025.
  • Drivers and employers are advised to stay informed through FMCSA’s NRII Learning Center and updated guidance documents.

This temporary measure ensures safety, compliance, and peace of mind during the rollout of the new certification process.
